Invitations to Tender
Ascham Homes wishes to encourage local businesses to tender for
its work. On this page you can download copies of invitations
to tender.
Ascham Homes Limited (the Arms Length Housing Management
Organisation for the London Borough of Waltham Forest) is inviting
tenders for the provision of an internal audit service.
The current contract ends on 31 March 2012.
Thus we are seeking to award a contract for an initial period of
three years with an option to extend subject to satisfactory
performance. The contract will commence on 1 April 2012.
From 1 April 2012 Ascham Homes will enter a
new ten year agreement with the London Borough of Waltham Forest
taking on a wider range of services. We will be a modern ALMO
responsible for allocations, sheltered housing, hostels and
management of homelessness in addition to the stock Maintenance,
Housing management, resident engagement, community development and
collection of rent and service charges that is included in the
current management agreement.
Ascham Homes offers the stability to achieve
the Council’s strategic vision and over the past year has
demonstrated its ability to successfully deliver on a number of the
Council’s key priorities.
The modernised ALMO will also allow the two
organisations to work together for more collaboratively, sharing
back office services and improving our service offer to
residents.
Tenderers will be asked quote for a daily
rate, suggest the number of recommended days (our current contract
is for 40 days per year, with a contingency for further days at the
same rate if required by our Audit Committee), and to address the
following issues:
Cost – the fee for the next three years and
factors that will determine future increases, plus other relevant
services provided, free bulletins and equal opportunities policy
etc.
Experience/Standing – size and number of RSLs
and ALMOs audited, other relevant sector audits, expertise in
housing, share of the market, and experience of specialist audits,
e.g. Freedom of Information.
Approach/Quality – audit planning process,
audit methods adopted, audit recommendations, scope of audit and
attendance at meetings, the number and composition of staff, and
days committed to the audit. Steps taken to keep audit staff
abreast of current sector issues.

Invitations to submit tenders will be issued
to shortlisted suppliers on 13 February 2012.
Submission of written costed proposals will be required by 24
February 2012.
