Modern ALMO
LB Waltham Forest agree to negotiate a Modern ALMO with
Ascham Homes.
Waltham Forest Council have decided to
negotiate a modernised ALMO with Ascham Homes their existing ALMO,
providing extended and streamlined housing services to the
residents of Waltham Forest, and enabling efficiency savings to be
made.
The Council and Ascham Homes will take this
opportunity to deliver a more seamless housing service through
closer working between the two organisations while retaining the
benefits that come from housing and neighbourhood management
services being provided by the ALMO.
This follows the stock options appraisal
to identify the Council’s preferred arrangements for the future
management of its stock post 2013 when the current management
agreement with Ascham Homes comes to an end.
Alongside the Modern ALMO, they considered the
creation of a super ALMO, integration back into the Council, stock
transfer to a Council and Community Organisation (CoCo), large
scale voluntary transfer and a borough-wide TMO, among others.
It was clear from the evaluation process that
a modernised ALMO offered the greatest potential to deliver quality
and flexible services to residents, achieve efficiencies and retain
the Council’s influence over strategy and delivery.
This offers stability and certainty for Ascham
Homes and it is evidence of the increasing confidence that the
Council has in its ALMO to achieve LBWF’s strategic vision.
Between now and October, the LBWF and Ascham
Homes will be working together to develop the proposals for a
modernised ALMO that delivers efficiencies through sharing services
and delivers improving, streamlined services to residents.
