Because almost all major works are funded from government-approved loans, the Council has to pay loan charges on the amount borrowed. To prevent all of those debt charges falling to tenants, leaseholders need to be billed as quickly as possible for their share of the cost of the works.  (60.8 KB)

RTB sales will only be allowed to complete after the expiry date of a Final Notice to Complete, if an acceptable final completion date has been agreed before the expiry date. 
No extensions to the agreed date will be allowed, so any application that does not complete by or on the agreed date, will be deemed withdrawn. 
An acceptable completion date is one set within 28 days of the expiry date of the Final Notice to Complete.

The Housing Act 1985 (as amended) says that the right to buy cannot be given to one joint tenant unless the other joint tenant is included in the claim or signifies their agreement to let the first joint tenant buy on their own by signing the form to say that they do not wish to buy. 
Our policy is that any Right to Buy (RTB) application that is received that has not been signed by all joint tenants is denied.  (36.1 KB)

Arrears can be cleared by instalment if the instalments are sufficient to clear the arrears within a reasonable time, normally 12 months.  (35.8 KB)

The company policy is to charge tenants or leaseholders for the cost of all forced entries we have to make. We will warn all tenants and leaseholders in writing before we carry out a forced entry, tell them that they will be charged our costs including court costs and we will give them an estimated cost for the work. We will ask the tenant or leaseholder to sign an acceptance form agreeing that they are responsible for the work and agreeing to pay the cost.  (36.1 KB)
